Overview
International Humanitarian Law and International Law of Human Rights both form a major part of the body of Public International Law. Furthermore, International Humanitarian Law and International Law of Human rights are complementary. Both strive to protect the lives, health and dignity of individuals, albeit from a different angle. Humanitarian law applies in situations of armed conflict, whereas human rights protect the individual at all times, both in war and peace. Humanitarian law aims to protect people who do not or are no longer taking part in hostilities and its rules impose duties on all parties to a conflict. Human rights, being tailored primarily for peacetime, apply to everyone. Their principal goal is to protect individuals from arbitrary behavior by their own governments.
The duty to implement humanitarian law and human rights lies first and foremost with States. Humanitarian law obliges States to take practical and legal measures, such as enacting penal legislation and disseminating it. Similarly, States are bound by human rights law to accord national law with international obligations.
The International Humanitarian Law and Human Rights Program is offered in English, brings 90 ECTS credits, and is organised into core courses and seminars.
